From POE:

The base effect, let us call it "humor", can be altered in a postive direction if a moderate application of "Mr. T" is applied-- Resulting in an enhanced effect known as the "Mr. T Effect".

The base effect can be enhanced by one of two methods of application:
The first is to apply the "Mr. T" in an unusal enviroment. For example; fighting a dinosaur.
The second is to apply the application with more vigor in a truely mundane enviroment. For example; beating the shit out of an empty carton of milk.

For the second method a witty caption or "bubble" may be required. If we continue the above example a caption may run along the lines of the following; "I pity-tha-foo' that leaves an empty milk container in the refrigerator."


As you can see, with the appropriate balance of "Mr. T" and enviromental factors, any situation can gain the desired "humorous" effect.
