At least in the US and other Berne Convention states, there is a "fair use" section of clauses that allow excerpts and reviews without requiring permission, but not entire works. Being that Mr. Kidd is Australian and UP is British, both are Berne countries, and must allow such use under "Fair Use".
The Tank Vixen cards can be considered individual works, though.
Yes, I know Mr. Kidd is copyright holder, but UP does have all publication rights. It would be between both UP and Mr. Kidd if there is any real problem.

By law they can. Please note there is NO law that copyrights a CONCEPT or even
characters in said concept. What fans do on their own is perfectly legal.
Trademarks, however, is a different matter, which allows the registration of
character likenesses and names (but again, not concept) in an act of commerce,
which most fans aren't likely to involve themselves in, anyway.
(Yes, this is an area of interest of mine.)

I have, and I can say, I laughed my fnergin' a$$ off! :) Sandhri's in rare
