What's supposed to be the point of this? Parody? Whacked out Conspiracy Theory?

Here's what appears to be the truth:
The guy was real. He's probably dead now, he was dying in a VA hospital in 1995.
He wrote up various fliers, and sent them around.
At some point a DJ recorded these: They're not the voice of Dec. However, they are word-for-word the same as the fliers he sent out, apparently. |
